The a stands for Anchor. The a tag is used to make links on your page. The a tag always has to have a bigging and closing tag like this: <a>...</a>

<link rel="stylesheet" type="text/css" href="...">

The link tag is used to hook your CSS to your HTML. That is why it says rel="stylesheet" type="text/css"

<a href="...">...<a

The href is not a tag. It is a attrabute. You will always put your href attr. inside an achor tag like this: <a href="...">...<a>.
